Hurricane Isaac storm surge reversed flow of Mississippi River

Hurricane Isaac was only a Category 1, but its storm surge and slow pace led to inland flooding and reversed the Mississippi for 24 hours. Scientists are working to better forecast these effects.?

As hurricane Isaac reached southeastern Louisiana as a Category 1 storm earlier this week, it did something unusual to the Mississippi River: It threw the river into reverse.

For nearly 24 hours, according to the US Geological Survey, Isaac's storm surge drove upriver at a pace nearly 50 percent faster than the downstream flow. This backflow produced a crest some 10 feet above the river's prestorm height at Belle Chasse, La., in flood-beleaguered Plaquemines Parish southeast of New Orleans. The surge added eight feet to the river's height at Baton Rouge, father north.

Isaac had help. A scorching, rain-starved summer in the middle of the country sent river levels to lows not seen since a similar drought struck the region in 1998, easing the Mississippi's flow.

Still, reversing the Mississippi is no mean feat, and it points to the importance of understanding more about the effects of tropical cyclones beyond wind speeds.?While many people still tend to focus on hurricane-intensity categories, scientists are working to?provide?accurate and easily available daily forecasts of other effects, such as storm surges and inland flooding, in regions subject to tropical cyclones.

Isaac has provided a timely reminder of the need for more comprehensive forecasts.?Two fatalities in Braithwaite, La., near New Orleans, have now been tied to Isaac after floodwaters topped a levee in Plaquemines Parish. In addition, officials in Mississippi have attributed two deaths to Isaac.

Isaac's reversal of the Mississippi ? and the resulting inland flooding ? is the?kind of effect scientists are striving to capture in new models.

One?effort was triggered when hurricane Floyd did the same thing in 1999.?Floyd's surge sent water coursing up rivers in eastern North Carolina, even as rain from the wide storm was hitting already saturated ground throughout the watersheds that fed the rivers. When water moving downstream met water flowing upstream, the combination had nowhere to go but out across the coastal plain.

Under development during the decade since, the?Coastal and Inland Flooding Observation and Warning Program (CI-FLOW) forecast tool links measurements of rainfall and water flowing downstream with measurements and forecasts of tides, winds, waves, and storm surge.?

A prototype system has been operating in North Carolina since 2010 and checked out reasonably well when "hindcasting" coastal surge and flooding during tropical storm Nicole in 2010, says Heather Grams, a research assistant at the Cooperative Institute for Mesoscale Meteorological Studies at the University of Oklahoma in Norman and a member of the CI-FLOW team.?

When Irene traveled up the East Coast last year, the researchers ran it during the storm, and "we were pretty happy with its performance," she says.

DAD LESSON: Little girls cry a lot | Some Wise Guy

Growing up in a house dominated by men (my poor mom) we didn?t cry very much. Someone had to be in a lot of physical pain to warrant tears or have something heartbreaking going on.

Unless we were watching Lassie. Then all bets were off.

Since I don?t have a sister the only feminine influence in our home was Mom and so I was minimally aware of how emotional women are. When I happened to see a chick flick I thought:

?Girls don?t really cry that much, do they??

As the father of a little girl I have come to learn that girls cry a lot. Especially little girls. Like all the time. About everything. And it?s not necessarily a bad thing.

Women are naturally more emotionally charged than men. That?s just the way they?re wired. In some cases this is a blessing because I think women are more inclined to feel compassion and express empathy for others.

Men are more cerebral when it comes to emotions. We see a need and we think, ?That?s a problem. Here?s how to fix it.? and we either try to fix it ourselves or refer the ?problem? to someone who can. Like a dirty diaper for example.

This has presented a challenge in trying to related to Peaches when she is crying. Seeing tears I think like any normal dude, ?There?s a problem. Here?s how to fix it.? The trouble is the tear-filled eyes of a toddler aren?t like a leaky faucet. You can?t twist the wrench a little tighter and the water works suddenly stop. In fact there isn?t a single tool in your toolbox that?s designed to stop tears. Craftsman really dropped the ball.

In these moments Peaches has a hard time communicating. She can?t always explain what is wrong or why she is crying. Which by the way makes my male, fix-it brain short circuit.

Slowly (she?s 5 years old now) Daddy has learned to simply?hold her in his arms until the tears run out and the sniffling abates.

Last night I was getting clothes ready for this morning and I heard crying (again) from down the hall. Walking into the bathroom I find Peaches brushing her teeth with tears streaming down her face.

After acting like an idiot and asking her why she was crying for the billionth time I gently picked her up, sat down on the stairs, and wrapped my arms around her while she leaned on my chest for a few minutes. Then I calmly told her,

?Peaches, Daddy loves you very much. I want you to be happy. When you?re sad, Daddy is sad and I want to fix it. Sometimes I can figure it out, but you need to use your words to help Daddy. It?s okay to cry if you?ve got an owie or your feelings are hurt, but try to use your words too so Daddy can help.?

I kissed her on the forehead and she smiled (success!) and said, ?I?m just really tired.? (score!! Daddy can fix that.)

I brought Peaches downstairs to kiss Mommy good night, carried her back up to bed, tucked her in and we prayed together. And as I left she said the 4 words that melt my heart every time I hear them.

?I love you, Daddy.?

I love you too, Peaches. More than you will ever know.

At first glance, the dilapidated buildings above aren't the sexiest pieces of real estate, but when you see what's been hiding underneath for decades, your interest will surely be aroused.

A demolition crew preparing rundown historic buildings in Louisville, Ky., for interior demolition uncovered an abandoned sado-masochistic swingers club that has sat empty since at least the mid-1990s underneath the buildings, local TV station WHAS 11 reported.

"This is the weirdest I've ever found," project superintendent Greg Harris told the station of the cellar.

The decaying club was found two stories below street level, filled with paintings depicting sexually explicit and violent images. One image showed a person in bondage, and another depicted a man devouring another person, according to WHAS 11. Also painted on the wall was the logo of the club, named "LATEX."

A few pieces of torture gear were also found inside, including a wooden rack with headrest and a rusted chain that can be turned by a handle with a saw blade connected to it. There was also a couch, candles and a table and chairs covered in cloth.

Those working on the redevelopment project estimated that the club dated back to the 1970s, but someone claiming to be a former LATEX founding member, who declined to be named, told WHAS 11 that the club was being used until the mid-'90s.

"A group of about eight of us decided to form an organization to promote and teach people about safe ways to practice sadomasochism," the man said. "There were a few professional dominatrixes, a few that were in committed BDSM relationships -- some gay, some straight."

The idea for LATEX -- which stands for Louisville Area Trust EXchange -- was purportedly derived from another nightclub across the street called Sparks. WHAS reported that it was there, according to another LATEX founder, that the group began hosting S&M performances and eventually moved to the now-abandoned space. It was unclear what led to its abandonment.

Those who discovered the club were working on a project to restore historic buildings along Louisville's "Whiskey Row" on Main Street downtown. The buildings have long been in decay, and developers plan to transform them into residences.

Steve Wilson and Laura Lee Brown, the husband-and-wife duo who snapped up the buildings, have estimated that it will take $7 million to refurbish the buildings. So far, they haven't said what they will do with the underground club.

This isn't necessarily the oddest real estate discovery we've heard of. Earlier this month, the town of Parrottsville, Tenn., found 27 basketballs and other sports gear clogging a town drain. And a couple in Ontario, Canada, learned that their home was infested with bees after honey began dripping from the ceiling.

In a previous post I talked about saving money on your monthly bills and why I think that doing so is one of the smartest and easiest ways to save money without really requiring a lot of on-going effort or input.

Well in this post I am going to take the topic further and show you a few more nifty ways to save money in other parts of your life, by being a bit savvy with your shopping and spending.

We have already talked about more extreme options like moving to a smaller house to save on rent, selling your car and getting a smaller, more efficient one as well as smaller steps like getting a fuel card, getting a better deal on your phone contract and perhaps you might sell your phone to offset the cost?

Well in this post we will talk about things like insurance, loans, credit cards and all sorts of other bits:

Insurance Costs

Insurance is one of those pesky things that you just have to pay and yet you will most probably never need to use the service you are paying for. So it makes sense to at least make sure you are not paying more than you need to.

Car Insurance:
The big one, and most expensive no doubt. Switching to a smaller car will also save you money here, so that?s a plus, but have you also considered: Removing any named drivers who don?t really use the car, lowering your mileage, experiment with different ?occupations?, there are probably plenty of options that could describe your job, see which one gives you the cheapest price.

Extra Tip:
Pay your premium in full if there?s any way you can. When you pay monthly you are probably paying 15-20% interest. If you can borrow the money more cheaply you will save that money in the long run.

Home And Contents:
Firstly, make sure you are not covered for more than is necessary. Secondly, try combining the two into one policy as it will probably work out cheaper. Other than that, there isn?t a lot you can do about these costs.

Other Insurance Tips:
Whatever you do, always shop around for insurance, it is easy to do these days and if you haven?t changed insurance provider for a while you might be amazed at what you can save. At the very least though, always phone your provider at renewal time and ask for a better price.

If you don?t have any debt then this section might not be a worry to you, but for everyone else, read on?

Firstly, debts obviously cost you interest, not to mention the monthly obligation, so try to pay off debt as fast as you can and always pay the most expensive ones first. If you have good credit, here is a clever way to cut your interest costs though:

Start by doing all of your monthly spending on your credit card so as to leave yourself as much cash as possible at the end of the month. Use this cash to pay off your loan or part of it. You have now effectively transferred a portion of your loan onto your credit card. Shop around for a balance transfer credit card and transfer that balance ? chances are you will pay a small transfer fee but then you will have that debt interest free for 12 months or more whilst you pay it off.

This is a tricky balancing act of course, but it should save you interest, first though it is sensible to pay off as much as you can by scraping together some cash. If you do sell your phone as previously suggested, pay that cash off your debt, you can also sell old unused electronics, furniture and other trinkets ? it all adds up.

Summary

Saving money takes a bit of work and sometimes some sacrifice, but as you can imagine, between these 6 areas of your life you might be able to save literally hundreds or even thousands each year and those sorts of savings make the effort worthwhile.

Britain 'appalled' by Afghanistan beheadings

Britain on Monday condemned "in the strongest terms" reports that Taliban Islamist insurgents had beheaded 17 civilians at a party in Afghanistan's Helmand province.

Foreign Office Minister Alistair Burt said he was "appalled" at the killings and also at an attack on a checkpoint in the province which killed 10 Afghan soldiers.

"I am appalled at the cruel killing of 17 people at a party.... The facts are still being established but early indications are that the Taliban were responsible," he said in a statement.

"We condemn acts of extreme violence like this in the strongest terms."

The Taliban were responsible for beheading the civilians, including two women, who were holding a party with music in a southern Afghanistan village, officials said.

"This incident, alongside the attack today on a Helmand checkpoint where 10 Afghan soldiers were killed, underlines the continuing importance of our work to strengthen the capacity of the Afghan security authorities," argued Burt.

"We will continue to work closely with the Afghans to develop a more secure and prosperous state where the Afghan people can live free from fear," he added.

The Tyee ? Finishing the Fight on Poverty

A record decline in single-parent poverty may be stalled. How to rescue the remaining poor?

'I thought "how can I stop this cycle?"': Minna and Martin Kim in Vancouver.

Minna Kim started life over at 27, when she took her infant son and fled Ontario for Vancouver, leaving behind her abusive partner.

But back in her hometown life got off to a rocky start. She was forced to move back into her parents' house and, with no childcare, meager and irregular child-support payments, and no job, she had to apply for income assistance.

"Obviously I didn't want to live on welfare. I don't want that for my son, and how horrible would it be if he [was on welfare] in the second generation?" says Kim, who spent six months on income assistance before returning to school on student loans.

"I thought, 'How can I stop this cycle?' I've always had in me the desire to help people, and I decided to go into social work because having lived that experience of being in an abusive relationship and having to go on welfare, I thought I want to help someone who's going through the same thing."

Even though she spent less than a year on social assistance, employment didn't provide enough money to keep her family out of poverty. It was through a combination of government childcare subsidies and student loans, a diploma in social work, a job, and subsidized housing from a non-profit, that Kim was finally able to push her family above the poverty line.

Now, almost 12 years after they left Ontario, she and her now 13-year-old son Martin enjoy a few of the finer things in life: "Actually having a bathtub instead of just a standup shower; ventilation in the kitchen; [and] a big enough bedroom to sleep in. My son is so good-natured: there were some places we stayed at that the bedroom for him was as small as a closet."

Living on just over $25,000 a year after taxes, the Kims aren't rich. But they are part of a promising trend: the percentage of single parent families living below Statistics Canada's Low-Income Cut-Off (LICO) after taxes has plummeted in the last 15 years, falling by more than half.

Canada's welfare rolls have dropped, too, from 3 million people in 1995 to just over 1.6 million in 2005, the last year the now-defunct National Council of Welfare provided a national estimate. One of the biggest drops was in the single parents who were able to work category.

It hasn't been a steady decline, but the numbers have moved from almost one in two single-parent households living in poverty, to fewer than one in five. Where 15 years ago almost half of all single parent families were destined to live below the country's poverty line, now 80 per cent live above it. No matter how you slice it, it's a significant victory for poverty reduction in Canada.

What's behind the shift?

Several ideas are raised to explain the success, and not all researchers agree on what's to thank. One I spoke to said it's a combination of "tough love" welfare-to-work policies that forced single parents off income assistance, matched with other, "soft-love" measures such as the introduction of a National Child Benefit Supplement in 1998.

But others credit demographics. Single mothers head up the great majority of single parent families. And whereas single mothers of the '80s and early '90s were usually young, undereducated, and underemployed, single moms of the late '90s and beyond tend to be older, more educated and better established in their careers, making it easier to stay out of poverty.

Whatever the reason, everyone we spoke to agrees the success so far has been the easy part. The remaining 20 per cent of single parents aren't getting out of poverty on their own.

No one is saying single parent poverty can't go any lower. But we do need to make changes or do more to bring these remaining families out of poverty. However there is no consensus on exactly how we do that.

John Richards, the Roger Phillips chair in Social Policy at the C.D. Howe Institute and a professor in the Public Policy Program at Simon Fraser University, thinks the status quo is insufficient. But he doesn't think a major shakeup of the tax benefit system is the way to go.

"In many ways I think getting [poverty rates] down even lower is not just a question of short-term back-to-work policy or more generous income assistance or childcare subsidy," says Richards.

"There are always tweaks. Like better education for early childhood for families at risk like low-income, single parent families. We're hoping that the next generation will have a better position in the labour force."

Others say it's going to take more than a few tweaks here and there to bring down lone parent poverty: "Poverty reduction measures are often not about income, they're about supports and things that let people continue to get back to work," says Armine Yalnizyan, a senior economist with the Canadian Centre for Policy Alternatives.

For Yalnizyan that means more than just early childhood education: it's access to good schools, safe housing, neighbourhoods with green spaces and public assets like libraries and community centres, and public transit without having to skip meals or miss bill payments.

To push single-parent poverty to single digits or lower, we first need to understand why some parents have managed to climb out of poverty while others can't seem to keep their heads above water.

Tough love, soft love

In 1996, the fraction of single-parent families living under the LICO after tax was 49.3 per cent, the highest it had been in almost two decades. In comparison, poverty among two-parent families was barely a quarter as severe, at just 10.7 per cent. (See Sidebar.)

The country had just recovered from a late-1980s recession, followed by massive cuts in the government sector in an effort to reduce a national deficit that had reached $42 billion, nine per cent of Canada's GDP.

With the increase in poverty came an expansion of welfare rolls. In 1994 when the national welfare numbers peaked, there were 200,000 single parents on welfare, not counting their children who lived with them on social assistance. The following year in British Columbia, single parent families accounted for 151,000 out of 341,000 social assistance clients.

But by 2008, the number of single parent families on welfare in B.C. fell to 28,000.

IN SEARCH OF THE 'POVERTY LINE'

Statistics Canada maintains its Low-Income Cut-Off (LICO) line isn't a poverty line but rather a measure of people deemed to be "low-income." The line represents what family would need to earn in order to spend no more than 20 percentage points of its income above what the the average family would spend on shelter, clothing, and food, based on family size and community. If you spend more than one-fifth of your income above what the average family in your demographic spends on the barest of these necessities, you may be below the LICO.

There are two LICO measures: before and after tax. Stats Can prefers the after-tax LICO, which accounts for public transfers redistributing income. Various benefits pull some families who fall below the LICO before tax, above it afterward.

Statistics Canada doesn't call the LICO a "poverty line," saying there is no consistent definition of what poverty is in Canada. Instead, it says the LICO "identifies those who are substantially worse off than the average." That could include students receiving loans, or families with substantial assets apart from their income.

Even so, many economists, social policy experts, politicians and, yes, journalists do use LICO to measure hardship in this country. It's the best we have.

"By my own conclusion, two things happened that worked together," says Richards. "One was more generous benefits to low-income families with children, and the other is that most provincial welfare systems became more strict in allowing low-income parents to have social assistance if there was no other presenting problems [preventing them from working]."

Keeping parents with no barriers to working off the provincial welfare roles is what Richards refers to as a "tough love" policy. The federal government toughened its "love" as well, making it harder for repeat applicants and seasonal workers to get what was then known as federal unemployment insurance.

But with those sticks also came carrots: "soft love" measures to help families off welfare rolls and keep them in the labour market, like the National Child Benefit Supplement (NCBS).

The NCBS is made up of two parts. Ottawa's contribution is an extra payment to low-income families added to their Canada Child Tax Benefit (CCTB), received monthly by all middle and low-income families with children under 18.

British Columbia's contribution was more selective. Low-income working parents were allowed to keep Ottawa's NCBS money. Parents on public assistance however, had the supplement clawed back from welfare or child benefits. Victoria promised to re-invest the money it took in, services to benefit children of low-income families.

The point was to create more incentive to get off welfare. Previously, parents often saw little change in income when they moved from welfare to working. Some even saw their situation worsen when they lost welfare benefits like dental and drug coverage for their children.

In his paper Richards credits the NCBS with enabling families to leave welfare on lower earned incomes than previously, because the federal supplement topping up working parents' income was enough to make a job more profitable than being on welfare.

Single moms work it out

But it wasn't just a change in government policies that brought single parents off the welfare rolls. Unlike the recession of the early 1980s, single mothers -- by far the majority of single parents in Canada -- were different this time around.

An increase in the divorce rate and a decrease in teen pregnancy meant single moms were typically older and more educated than a decade earlier. They had labour market experience already, so even if they lost their job it was easier to find another one.

It also didn't hurt that Canada experienced one of the biggest job booms in the post-'80s world.

"The mid-1990s, that's your high water mark of poverty," says Yalnizyan. "Then we create more jobs than any other nation in the [then] G-7 and we've got a fraction of the population, and you've got a sense of how poverty is likely to drop."

While most single mothers from the mid-to-late 1990s have raised all their kids by now, the cohort of single mothers from 2000s is having a similar experience.

"What we do see over the last decade is changes in the labour market experiences of lone mothers," says Sylvia Fuller, an associate professor of sociology at the University of British Columbia. "More lone mothers are engaged in paid employment and in paid employment at higher rates, [and] are more likely to work full-time than before."

All these experts agree however that the good news on single parents is over for now -- the decline in their numbers has leveled off. Fuller, who has done extensive research in B.C. and Ontario, believes the number of single parents in poverty has been stalled since about 2009 because many would need help beyond the NCBS to get off welfare.

'Poverty reduction measures are often not about income, they're about supports and things that let people continue to get back to work' says Armine Yalnizyan, CCPA senior economist.

"Almost half of lone mothers in this province on social assistance now are in some kind of medicalized category," says Fuller. ?So they're either classified as disabled or they're classified as someone with persistent multiple barriers to employment.

"For the most part, lone mothers who do not have massive barriers to employment because of health problems or addictions problems, they're off the [welfare] caseload. Or if they're on the caseload, they're on for a very short period of time and then they're moving back into the labour force."

Yalnizyan has a different theory about why single parents' poverty rates stalled. She's been tracking Canada's job growth since the 2008 recession and says that while employment has increased, it's not the secure, well-paid jobs with benefits that single parents need.

"Compared to May, 2008, four out of five of the jobs created [since then] are temporary," she said.

"The first people that go in a downturn are term and contract. The employer has the least loyalty to [them]. And we saw it: the biggest loss of jobs came before Oct. 2008, and they were temporary workers. That category of workers lost jobs before the full time ones, but [temporary and part-timers] were the first workers that got jobs back."

Temporary or part-time jobs offer none of the advantages of full-time employment: supplemental health and dental insurance, time off to take a kid to the doctor or attend their school play, chance of advancement or a raise.

Economist Yalnizyan believes it is federal policy to see lower wages, for less secure jobs, dominate the Canadian employment landscape. She cites Ottawa's inaction when U.S.-based Caterpillar closed its London, Ont. plant after workers refused to take a 50 per cent pay cut, its support for hiring more temporary foreign workers, and measures to make it more difficult for Canadians to receive Employment Insurance.

"If the only answer is work, and the amount of money you get for work is dropping, costs are rising and your security at work is falling, that's bad for any household with children, because it makes that person more focused on maintaining their job," said Yalnizyan.

"Which certainly makes it more challenging to be devoted to your family when you have that kind of pressure for anybody to have time to raise their kids."

Softer approach to easing poverty

Among households with children, those with single parents are still twice as likely to live in poverty as kids with two. And living with parents in poverty puts children at increased risk of growing up to continue to live in poverty.

So if the status quo won't bring the numbers any lower, what could we do to bring single-parent poverty at least to par with other families in Canada, if not even lower?

C.D. Howe/SFU policy expert Richards thinks more "soft love" -- policies like raising welfare rates and reducing benefit claw-backs -- would help families make and sustain the transition to the other side of the poverty line.

Currently families with one earner and two children who make between $20,000 and $40,000 see as much as 40 per cent of their benefits "clawed back." These claw-backs, combined with income taxes, are known as the "marginal tax rate."

"One way to help the 'near poor', [people] earning over 20k, is to lower the claw back rate, which results in a lower marginal effective tax rate over the [$20,000 to $40,000] range," Richards wrote in an email.

But he cautions that reducing claw backs risks giving money to some people who don't need it, too.

Sociologist Fuller believes we need to re-examine how we treat single parents on income assistance who have very young children. Back in the 1990s, single parents in B.C. with children under the age of seven were not expected to look for work. Welfare reforms under the current Liberal government lowered that age to three.

The change accommodated changing social norms: not all parents want to stay at home with their children for years. But a shortage of childcare spaces have meant that many single parents who would like to get a job can't, because they have no one to look after their children.

"I wouldn't go so far as to argue it's a bad thing to be suggesting that lone mothers be engaged in paid employment where possible, but we have to also make that possible," Fuller told The Tyee Solutions Society.

For Fuller that means government invest in an adequate number of low-cost, good quality childcare spaces in British Columbia.

It's where you live

Think-tank economist Yalnizyan has a more out-of-the-box idea -- almost literally. She believes that helping families raise their children in a good neighbourhood can break the cycle of poverty.

"If you don't have a lot of income to spare, it's extremely difficult to live in a neighbourhood which is supportive of childhood development, that has plenty of opportunities in the mix: green space, good schools, easy transportation, lots of recreational things to do," she said.

"The opportunities that a child has, it's not just [that] their parents have got low income, it's [that] the communities in which they live are not very supportive."

A lone parent salary could stretch much further if governments provided affordable housing, childcare, transportation in low-income neighbourhoods, as well as tuition for lone parent families. Although it would be quite an expensive cost for taxpayers to cover, Yalnizyan says it would be repaid at least partially by an increase in lone parents' purchasing power.

It was proper housing that finally brought the Kim family out of poverty. Even basement apartments in Coquitlam were expensive for a single mom and her son, so Kim considers it "a miracle" that her application to live in a new YWCA apartment building for single moms was accepted earlier this year.

"Having affordable and safe subsidized housing, it's like an actual godsend for a single mom. We used to balance everything to the penny," says Kim, who has been living in her new apartment since April and pays just $670 per month in rent.

That cost will be cut further, by more than half, if her son Martin later attends post-secondary school full-time and lives at home. This extra incentive to reach for the academic stars also increases Martin?s prospects of escaping poverty for good when he enters the working world.

"Housing is one of the biggest areas that can be a success for single parents to move forward and be able to do better for your child and yourself, by having that housing," says Kim. "Without that, it's just a cycle: poverty begetting poverty."

In a place where accommodation is as expensive as the Lower Mainland, families like the Kims work hard, but still can't make it without help from non-profits and government subsidies.

Society's payoff for that help may only come later, when the next generation achieves economic lift-off.

Effective public benefits have brought the number of single parents living in poverty in Canada down by half over 20 years. Winning the rest of the battle may take another generation -- and Canadians willing to invest in parents.  [Tyee]

(AP) ? Dallas Cowboys coach Jason Garrett said Monday that the team has a set of guidelines in place for Dez Bryant to hold the talented young receiver accountable.

Garrett didn't go into specifics or describe potential discipline for not abiding by the rules. He said the Cowboys (No. 15 in AP Pro32) wants to support Bryant and his family.

"What we've tried to do is come up with a plan for Dez like we would for any player who we feel like needs our support, and help him be his best as a player and as a person," Garrett said. "And the accountability factor is an important part of that with him and with anybody on our football team."

According to numerous reports, Bryant will attend weekly counseling sessions, have a full-time security team and not be allowed to consume alcohol or attend strip clubs.

Bryant was arrested in July for allegedly assaulting his mother, who has since said she doesn't want authorities to pursue charges against him. The Dallas County district attorney's office has yet to make a decision about charges.

There have been other off-the-field issues as well, though Bryant was having a solid offseason until his arrest two weeks before the start of training camp. Bryant's adviser, David Wells, and the player's attorney, Royce West, didn't return messages to The Associated Press.

"We have some things in place and we are still in the process of working out the rest," Wells told the Fort Worth Star-Telegram in a story published Monday. "We are all working together to accomplish some things to help him succeed."

Bryant hasn't been available to speak to reporters since the start of training camp because of his pending legal issues.

There is also still the chance of discipline from the NFL. Garrett said he didn't know the status of that.

"We're going to control what we can control as an organization, and Dez has done everything that we've asked him to do up to this point both on and off the football field," Garrett said. "Any decision about that is out of our control."

Bryant is going into his third season with the Cowboys, who got him with the 24th overall draft pick.

In the last few years, the companies in the smartphone industry have spent billions of dollars buying patents and hundreds of millions suing one another. On Friday, that battle reached a peak with the decision by a federal jury in San Jose, Calif., to award Apple $1.05 billion in damages from Samsung for infringing on just six patents.

The case underscores how dysfunctional the patent system has become. Patent litigation has followed every industrial innovation, whether it is steam engines, cars, phones or semiconductors, but the smartphone wars are bigger, global and unusually complex.

And it is the courts, rather than the patent office, that are being used to push companies toward a truce. In the end, consumers may be the losers.

?It is hard not to see all the patent-buying and patent lawsuits as a distortion of the role of patents,? said Josh Lerner, an economist and patent expert at Harvard Business School. ?They are supposed to be an incentive for innovation.?

By one estimate, as many as 250,000 patents can be used to claim ownership of some technical or design element in a smartphone. Each patent is potentially a license to sue.

Samsung says it will challenge the jury?s decision, which covered design basics like the shape of the iPhone itself and its array of small on-screen icons. So the courtroom conflict could continue for years, and even then, the case is but one of dozens of suits and countersuits in 10 countries between Apple and Samsung, the world?s two leading smartphone makers.

But Apple has more than Samsung in its sights in its litigation campaign against the Korean electronics giant. Samsung is the leader among companies using Google?s Android mobile operating system. So while Apple may be suing Samsung in courtrooms from Germany to Australia, the real enemy is up the road from Apple?s headquarters in Cupertino, Calif., at the Googleplex in Mountain View.

Ultimately, the Apple-Samsung roadshow is just the main attraction in the global smartphone patent wars. The roster of litigants includes Microsoft, Nokia, HTC, Google?s Motorola Mobility subsidiary and others.

In a recent case between Apple and Motorola, Judge Richard A. Posner, a prominent federal appeals court judge in Chicago, said in court that the use of patents in the smartphone industry showed a system in ?chaos.? In June, Judge Posner dismissed the case, chastising both sides. He heaped scorn on Apple?s broad claims for its user-experience patents and on Motorola?s claim that Apple should pay a rich royalty on its basic communications patents. Both companies have appealed.

The disputes are fueled, legal experts say, by companies rushing to apply for patents as both defensive and offensive weapons, and by overburdened government examiners granting patents too easily.

?The smartphone patent battles are enabled by lots of trivial patents that never should have been granted in the first place,? said James E. Bessen, a patent expert and lecturer at the Boston University School of Law. ?That?s where Judge Posner was coming from in his ruling.?

To the winners of the patent wars, the rewards will be rich. Mobile computing, or smartphones and tablets, is the most lucrative and fastest-growing market in business. It has made Apple the most valuable company in the world. As Samsung passed Apple in the last year to become the largest smartphone maker, its profits surged along with its sales.

Despite the hostilities, experts say the smartphone patent wars will eventually end in an industrial armistice.

The California court decision, if it holds up on appeal, could have that effect. ?This ruling sends a message to all the handset makers that you have to make truly differentiated products that look different,? said Colleen V. Chien, an assistant professor at the Santa Clara University School of Law. ?And that?s the message Apple wanted to send with its litigation.?

Most legal experts thought Apple would have the most trouble winning infringement judgments on its design patents, which are generally considered weaker than engineering patents for hardware or software, known as utility patents.

But the jury found that Samsung infringed on three of the four design patents in the case. The fourth was a patent for shape of a tablet computer ? a rectangle with rounded corners.

?This could open up a whole new front in the patent wars, as companies race to file applications for design patents,? said Kevin G. Rivette, a Silicon Valley consultant and former vice president of intellectual property strategy for I.B.M.

Yet Mr. Rivette is convinced that the smartphone patent wars will subside and an accommodation will be reached. The sheer number of smartphone patents and the speed of innovation in product development undermine the power of the patents. That is very different than the role patents play in an industry like pharmaceuticals, where a blockbuster drug may be covered by a single patent or a few. In chemistry, the molecule is the patentable idea.

Smartphones are very different. An infringement ruling can slow a rival down for a few months, but not block it. Samsung engineers, for example, have already devised an alternative to one of the patents found to have been infringed upon in the California decision ? the ?bounce? feature. Pull a finger from the top of the iPhone?s touch screen to the bottom and the page bounces. On the newest Samsung smartphones, the same downward finger stroke brings a blue glow at the bottom on the touch screen, not a bounce.

?In this industry, patents are not a clean weapon to stop others,? Mr. Rivette said. ?The technology, like water, will find its way around impediments.?

Defending Washington State Challenge Cup Champions, the Mercer Island United 16U boys team, began the new season with a trip to the Snohomish Big Foot tournament held Aug. 15-19.

After beating FC Edmonds 1-0 in the semifinal the United faced off with WP Fury, a team well known to the United players. After the first half the team from Mercer Island was up 1-0, and had several early chance in the beginning of the second half, but couldn't find a way to add a second goal. Despite strong offensive advances by the Fury, United goalie Evan Condon held them off, giving United the 1-0 win.

United will play in the Washington State RCL Division 2 league this fall, the first time a select team from Mercer Island has been invited to play in the second highest league in the state.

The team includes: Dominic Giampapa, Peter Battisti, Jeremy Moss, Derek Sims, Michael Krebs, Sebastian Faucher, Kisho Armitage, Stuart Toda, Nathan Rosenstein, Cameron Coe, Nathan Gallatin, Scott Montague, Evan Condon, Jack Counihan, Brett Bottomley and Steven Woolston. The MI United are coached by Tom Montague and Richard Counihan.

HBT: Orioles acquire Saunders from D-backs

Futures dip on manufacturing data

NEW YORK (AP) ? U.S. stock market futures are falling after the Commerce Department reported declining orders for durable goods, excluding volatile transportations sales.

It was the fourth decline in five months, a sustained drag in the nation's manufacturing sector.

Dow Jones industrial futures are down 8 points to 13,031. The broader S&P futures have given up 2.6 points to 1,396.50. Nasdaq futures are down 3 points to 2,758.

The Commerce Department said Friday that orders for durable goods rose a seasonally adjusted 4.2 percent in July. Excluding transportation goods, orders dropped 0.4 percent.

Declines in the U.S. markets are set to follow drops worldwide amid new signs of weakness in the global economy. In Britain, for instance, government data showed that the economy fell in the April to June period, and the nation is still mired in recession. The European debt crisis is still weighing as well, with Greek Prime Minister Antonis Samaras set to meet with German and French leaders today and tomorrow, seeking more time to fix his nation's troubled economy and finances.

Britain's FTSE 100 fell 0.4 percent to 5,754.23. Germany's DAX dropped 0.44 percent, while France's CAC 40 gave up .075 percent.

Earlier, major Asian markets closed down. Japan's Nikkei 225 declined 1.2 percent and China's benchmark Shanghai Composite Index lost 1 percent.

U.S. stocks to watch include drugmaker Eli Lilly, which bucked the downward trend to jump more than 8 percent in premarket trading. Lilly's treatment for Alzheimer's disease showed statistically significant slowing of cognitive decline, even though it failed in other aspects of the study. The Madison Square Garden Co. reported its fiscal fourth-quarter profit tripled, and the entertainment company's stock jumped more than 10 percent premarket.

Autodesk Inc. shares plunged more than 22 percent after the software maker reported weaker-than-expected second-quarter results.

Saints' Kromer to coach team in Vitt's absence

METAIRIE, La. -- The New Orleans Saints designated offensive line coach Aaron Kromer as the interim head coach for the first six regular-season games, when assistant head coach Joe Vitt will have to serve his suspension in connection with the NFL's bounty investigation.

Vitt has been overseeing head coaching duties since Sean Payton's full season suspension began in mid-April, but the Saints held off until Wednesday on a decision concerning who would become the figurehead of the coaching staff when Vitt had to step aside in Week 1.

The 45-year-old Kromer is in his fifth season with the Saints and also serves as running game coordinator.

"This was a difficult decision because we have several coaches on our staff that would do a great job in this role," general manager Mickey Loomis said. "Ultimately, I wanted to have the least amount of change with both the offensive and defensive staffs, and maintain the most continuity with the program that has been in place for the last six years."

The move allows offensive coordinator Pete Carmichael Jr. to maintain his focus exclusively on designing and calling plays for Drew Brees and the Saints' record-setting offense.

Defensive coordinator Steve Spagnuolo, who was a head coach the past three seasons in St. Louis, was another option, but he is in his first season in New Orleans and trying to help the Saints adjust to his scheme.

"Aaron has been with us since 2008, he has coached with Sean both in college (at Miami, Ohio) and here at the Saints," Loomis said. "He is very familiar with our team and with the methods we have been successful with. He will do a great job."

Kromer, who interviewed for a head coaching job in St. Louis last offseason, said he appreciated the confidence the Saints are showing in him, but also noted he sees his role as having much more to do with ensuring continuity than putting his personal stamp on the way the team is run.

"Coach Payton has laid a successful foundation here and our jobs are to make sure we keep moving in that direction," Kromer said.

Kromer had been mentioned as an interim head coaching candidate ever since the suspensions both Payton and Vitt were announced in late March, a few weeks after the NFL announced it had uncovered a bounty system in which New Orleans defenders had been paid improper cash bonuses for injuring targeted opponents.

Neither Vitt nor current and former Saints players have admitted to participating in a bounty system as the NFL described it. They have said they ran only a pay-for-performance pool that offered a few hundred dollars -- minimal sums relative to NFL contracts -- for big plays such as interceptions, sacks, forced fumbles and big clean hits.

Payton, the first NFL head coach ever suspended, and Saints linebacker Jonathan Vilma, also suspended a full season, received the harshest punishments among those still with New Orleans. Loomis was suspended for the first half of the regular season and defensive end Will Smith was suspended four games.

Former Saints defensive coordinator Gregg Williams, now with St. Louis, has been suspended indefinitely.

The NFL Players Association has sued in federal court to have four punished players' suspensions overturned, and Vilma also has sued individually. None of the punished coaches, however, have challenged their sanctions beyond routine appeals to NFL commissioner Roger Goodell, which were denied.

In the meantime, the Saints have sought to maintain the winning culture they have established in the Payton era and make the playoffs for a fourth-straight season.

The Saints have said throughout training camp that they believed they could weather their unprecedented bounty sanctions because most top assistant coaches and veteran leaders on the roster, such as Brees, have been in New Orleans for most of Payton's first six seasons, including the championship season of 2009-10.

"The thing we have here is a lot of quality assistant coaches," Kromer said earlier in training camp. "We'll still work as a family and as a group and get this thing done in a collective fashion the way Sean Payton trained us to do.

"We all have our own job to do as well. This is unprecedented. There is no right or wrong," Kromer said. "But really it's a fill-in job to run the program the way Sean would run it. ... Everyone on the staff agrees that that's the way it's going to happen."

Kromer played offensive line at Miami, Ohio, and also began his coaching career there in 1990. He has spent his last 11 seasons in the NFL as an assistant with Oakland (2001-04) under John Gurden and Bill Callahan, Tampa Bay (2005-07 under Gruden), and New Orleans (2008-present).

"We have great talent and depth on our coaching staff," Vitt said. "But most importantly we have guys on this coaching staff that clearly understand the foundation of success that Sean has built, and I feel great that Aaron and the rest of the staff will continue to build on that foundation."
