(AP) ? The New York Times stood by its incoming chief Wednesday, even as questions about a BBC child sex abuse scandal followed him from one of Britain's most respected news organizations to one of America's.

But as new CEO Mark Thompson was getting support from his new bosses, the Times ombudsman questioned his fitness for the job.

And in Britain, a lawmaker said he had more questions for Thompson.

As Thompson prepares to take over as president of The New York Times next month, he has been put on the defensive about his final days as head of the BBC and the broadcaster's decision to kill what would have been a bombshell investigative story alleging the late Jimmy Savile, one of its biggest stars, had sexually abused up to 200 children.

In a letter to a lawmaker and an interview with the Times, Thompson said he never knew of the Savile story before it was spiked and had never met the network's popular star.

New York Times Co. spokesman Bob Christie said Wednesday that the BBC scandal had "obviously been a topic that we've discussed" internally, but the Times was satisfied with Thompson's answers.

"Mark has done an excellent job of explaining the matter," Christie said. Thompson said he played no role in spiking the BBC investigation and "we're satisfied with that."

Thompson will start as the organization's CEO on Nov. 12, Christie said.

The BBC scandal has horrified Britain with revelations that Savile, a popular children's television presenter, cajoled and coerced vulnerable teens into having sex with him in his car, in his camper van, and even in dingy dressing rooms on BBC premises. He is also accused of sexually assaulting disabled children at hospitals that he helped by raising charity funds.

Police say there could be more than 200 victims, leading one child protection charity to say that Savile could rank among Britain's most prolific child sex predators.

The BBC said Tuesday it was looking into claims of sexual abuse and harassment against nine other current and former employees and contributors.

As increasing numbers of BBC executives come under the microscope over what they knew about Savile ? and why the posthumous expose about his sexual crimes was shelved ? Thompson, 55, the BBC director-general from 2004 until last month, is being quizzed about his role as well.

In a letter to Conservative lawmaker Rob Wilson, Thompson said he never met Savile or worked on any of the entertainer's programs, and had never heard any rumored stories about Savile's interest in young girls.

"If I had, I would have raised them with senior colleagues and contacted the police," he said.

Thompson said he heard in late December from a BBC journalist at a company cocktail party that the broadcaster's "Newsnight" program had been investigating Savile, but said the journalist never "set out what allegations 'Newsnight' were investigating or had been investigating."

Thompson said he followed the matter up with other executives who told him the "Newsnight" investigation was canceled for journalistic reasons, suggesting they believed there wasn't enough evidence.

"I had no reason to believe that his conduct was a pressing concern," Thompson told the Times. "Had I known about the nature of the allegations and the credible allegations that these horrific crimes had taken place during his time at the BBC and in the building at the BBC, I of course would have considered them very grave and would have acted very differently."

The BBC denies that a cover-up was the reason it canceled the investigative piece only weeks before the broadcaster aired a glowing tribute show to Savile, a prodigious charity fundraiser who was widely eulogized following his death last year at 84.

But "Newsnight" editor Peter Rippon recently stepped down as the BBC's internal investigation got under way. After weeks of standing by Rippon, the BBC has said his explanation about why the Savile story was not broadcast was incomplete and inaccurate.

Wilson told The Associated Press on Wednesday that he has written to Thompson again seeking more answers.

"There are questions about how much the journalist told him about the 'Newsnight' investigation that need to be cleared up as quickly as possible," Wilson said, adding that Thompson said he is willing to answer questions to the BBC and the U.K. parliamentary committee looking into the matter.

Wilson said Thompson's fitness to serve as The New York Times chief depends on the outcome of the various inquiries.

But The New York Times has already waited months for a new permanent chief executive following the resignation of Janet Robinson last December. One analyst said the paper could ill afford to wait any longer.

"My feeling is if he (Thompson) has no problem that could surface in the near future, there would be no need for him to delay," said Edward Atorino, an analyst with The Benchmark Company. "If there is an issue, he should withdraw."

The controversy drew the attention of The New York Times' public editor, Margaret Sullivan, who asked readers in a column Tuesday to evaluate the incoming chief's answers.

"How likely is it that he knew nothing?" she asked. "A director general of a giant media company is something like a newspaper's publisher. Would a publisher be very likely to know if an investigation of one of its own people on sexual abuse charges had been killed?"

In a carefully worded paragraph that followed, she raised the issue of Thompson's fitness to serve as The New York Times chief.

"His integrity and decision-making are bound to affect The Times and its journalism ? profoundly," she wrote. "It's worth considering now whether he is the right person for the job, given this turn of events."

Sullivan said that while finding an answer was "not as easy as it sounds ... all these questions ought to be asked."

Sullivan's office said Wednesday she would not be elaborating on her post.

Mark Ferguson, vice chief of naval operations, headlined the opening of the ONR (Office of Naval Research) Naval S&T (science and technology) Partnership Conference and ASNE Expo on Oct. 22, and highlighted the importance of innovative S&T programs being developed by the Navy. He also offered a revealing look at the potential future for the Navy if sequestration, or automatic defense cuts, goes into effect in January.

Speaking to a capacity crowd as keynote speaker, Ferguson said the Navy is already working hard to do more across the globe-with less resources.

"The implications of trying to absorb a 9.4 percent cut on top of the significant reductions we've already done in fiscal year 2013 budgets, will have a very significant impact on the workforce, on the research and development (R&D) accountson everything," said Ferguson.

Ferguson's wide-ranging talk addressed an array of topics relating to ONR's pioneering work in S&T research. The vice chief applauded ONR-led efforts to improve warfighter capabilities in programs such as the Electromagnetic Railgun, ballistic missile defense, cyber defense and more.

These kinds of technologies, he said, are "game-changers." And in spite of current fiscal austerity, he stressed that the Department of Navy's leadership recognizes the importance of S&T research for the future of the service.

"We're going to be smaller as we go forward," he said, regardless of whatever decisions are made on sequestration. "We're going to be leaner. But in the same breath we have to be technologically advanced. We have to make sure that we put the best technology we have into the hands of our warfighters.

"That's our promise to future generations."

Without some sort of adjustment by Congress, currently the subject of discussion on Capitol Hill, the nearly 10 percent across-the-board Department of Defense budget cuts are slated to commence in 2013 and continue for 10 years.

The admiral stated he is personally hopeful lawmakers will moderate the cuts before they kick in, but noted that if no adjustments are made, the long-term as well as immediate effect on the Navy will be heavy.

"If you project out 10 years--remember the budget control act talks about 10 years of reductions--now you start talking about a fleet reduced to about 230-235 ships," he said. "Now you start talking about reduction of manpower commensurate with that. Now you start talking about the reduction of money going to warfare centers, to R&D efforts."

Ferguson's talk also emphasized the Navy's commitment to promoting programs aimed at getting young people involved in science, technology, engineering and mathematics (STEM) careers.

He said he will chair a committee to bring together industry, academic and service leaders to coordinate STEM support.

The S&T conference is a biennial event bringing together top military, scientific, industry and academic experts in matters related to science and technology and defense. More than 1,500 attendees registered for the event.

London Stock Exchange Group's ?300 Million Retail Bond


Strong demand for Group?s first retail bond Offer size of ?300 million, the largest corporate bond to be issued through ORB to date Offer period closed six days early Bonds to be traded on ORB

London Stock Exchange Group plc (?LSEG? or the ?Group?) has announced that the offer period for its 9 year sterling denominated 4.75% bonds (the ?Bonds?), which began on 16 October has now expired. The final offer size of ?300 million, will make this the largest corporate bond to be issued through London Stock Exchange?s Order book for Retail Bonds (ORB) to date. The issue will bring the total amount raised on ORB, since the market was established two years ago, to over ?2.5 billion.

The Bonds, which are the first from LSEG to be made available to retail investors, are expected to be issued on 2 November 2012. The offer period for the Bonds was closed six days early following strong demand for the issue. The issue is part of the Group?s on-going debt management programme and reflects its prudent approach to ensure a diversified source of funding to support the Group?s strategy. Following the issue, investors can, through their stockbroker, buy and sell the Bonds on ORB during market open hours in multiples of ?100, subject to market conditions.

When sales aren't enough: Lightning Entertainment enters production game

NEW YORK (TheWrap.com) - Lightning Entertainment, a decade-old sales and distribution company, has initiated a film production business to fill out its slate in advance of the American Film Market.

Though its biggest business is selling films overseas, Lightning will now get involved at the development phase of certain films, investing in and influencing the projects to lure potential buyers.

Its first production is "Dead Drop," a crime thriller about a former CIA operative who must infiltrate a dangerous Mexican smuggling ring. The film is currently in post-production, and Lightning will handle worldwide sales.

"Our investments in productions are always focused on creating a steady flow of pictures that will address buyers we work with," Robert Beaumont, president of Lightning Entertainment, told TheWrap. "One of our ambitions was to create a film program that would produce some pictures buyers would rely on to compliment the rest of our slate. If we're going to get involved from Day One and put a large portion of capital behind the project, we're trying to craft something that will be universally desirable."

That means Lightning will look to develop projects with a cast, genre, concept and budget that can sell overseas. In other words, it wants cast members with international followings, male-driven action vehicles, thrillers and high-concept movies - all on a tight budget.

Lightning Entertainment has expanded its domestic sales unit as well, but there's little doubt international is the focus.

"We want to guide the process so the films is genuinely address the needs of international buyers," Beaumont said. "Cast-driven is important. Action films, high-paced, shot to have a bigger scale and bigger scope - those movies are durable in the marketplace and fit the demands of foreign buyers."

Pressed for an example of Lightning's ideal film, Beaumont selected "Love and Honor," a movie starring Liam Hemsworth that it will sell at AFM.

"It has a scope that feels theatrical and a cast that is definitely a studio-level cast," he said.

Lightning is headed to AFM with eight films, including "How to Make Money Selling Drugs," a documentary about the drug war, and "The Hot Flashes," a comedy starring Virginia Madsen, Brooke Shields and Daryl Hannah.

All of those titles satisfy Lightning's goals for its slate, but producing originals like "Dead Drop" helps insure the studio from the whims the market. Rather than only being able to bid on what is sold, the company can now control more of what it will take to market.

Beaumont made clear that though Lightning will have a significant financial stake in its projects, at a certain point it will clear out and let the filmmakers work unperturbed.

"We don't want to make the films for the filmmakers, but we do want to guide the process so the film is genuinely addressing the needs of international buyers," Beaumont said.

One thing they won't be making? Baseball movies.

The university food situation is a love-or-hate relationship between student and dining hall. While many college applicants decide upon their school based on academics or housing, others choose based solely on the dining hall. It entices them with an almost unlimited amount of food, and they don?t even have to pay the check.

Pizza day is every day.

Some new arrivals spend every moment of their free time soaking in the experience of so much food and so little plate space.

But ? two weeks later ? the magic is gone.

The pizza looks as though it were made of plastic, the hamburgers drip with grease, everything on the salad bar starts to taste like chemicals. And oh, look, they?re serving that weird lo mein dish again.

Students resort to spending all their M&G on a carton of waffle fries at Chick-fil-A or a meatball marinara foot-long at Subway, just to taste something moderately different.

RBC acquires Ally Financial's Canadian arm ? Investment and ...

Royal Bank of Canada has confirmed it is buying Ally Financial Inc.?s Canadian auto finance and deposit business, for a net purchase price of $1.4-billion (U.S.).

RBC said the business offers inventory financing to more than 580 car dealerships across the country. The consumer side offers retail financing to consumers through roughly 1,600 dealerships; it has about 450,000 consumer loans.

The book value of the assets being acquired ? as of Sept. 30 ? was $3.4-billion, RBC said in a news release.

RBC?s actual investment, net of excess capital, is $1.4-billion.

The total consideration is between $3.1-billion and $3.8-billion, subject to certain closing adjustments and including the excess capital. The final closing price depends on the size of the dividend taken out by the seller.

The announcement confirms a report by The Globe and Mail.

?Ally Canada will add significant scale to our existing consumer and commercial auto financing business and will strengthen RBC?s position as a leader in the Canadian auto finance industry,? Dave McKay, group head of personal and commercial banking at RBC, said.

RBC says the addition of Ally Canada to RBC?s existing business will result in a leading auto-financing player in Canada, with about $24-billion in receivables and financing to more than 890 dealerships.

The consumer business will offer financing via some 4,000 dealerships across Canada.

RBC anticipates that Ally Canada will generate about $120-million in net income on a standalone basis in the first year post-closing, before integration costs and amortization of intangibles and transaction costs.

Meanwhile, RBC says it has also signed a deal with General Motors of Canada to become a provider for its subvented business upon closing. Subvented loans are low-rate consumer auto loans that are subsidized by the manufacturer.

The legal entities being acquired are Ally Credit Canada Ltd., and ResMor Trust Co.

The deal is expected to close in the first quarter of 2013.

Ally said in a separate news release that it stands to receive about $4.1-billion in proceeds from the transaction.

Ally is the former General Motors Acceptance Corp., the financing arm of GM.

The company has been undergoing a worldwide restructuring that includes the shedding of $30-billion in assets.

?This transaction [with RBC] represents another significant step toward our plans to pursue strategic alternatives for our international operations and accelerate plans to repay the remaining U.S. Treasury investment,? said Ally chief executive officer Michael Carpenter.

Ally received a $17-billion bailout from the U.S. government during the financial crisis, but has paid back only $5.8-billion, including dividends.

Ally?s Canadian division is coveted by the country?s big banks because they rarely see assets come up for auction.

(AP) ? Those who follow Apple believe they have figured out most of the particulars of a smaller iPad expected to be revealed on Tuesday. One big question remains, though: What will it cost?

Apple hasn't said anything about the device, but the veil of secrecy it throws over unreleased products has been a see-through affair this year. Most of the details of the iPhone 5 were known well in advance of its launch a month ago.

In the case of the "iPad Mini" (the real name is not known), tech bloggers and analysts expect a device with a screen measuring 7.85 inches on the diagonal, making it about half the size of the regular iPad. It would be slightly larger than the 7-inch tablets it's presumably designed to compete with, including Amazon.com Inc.'s Kindle Fire and Google Inc.'s Nexus 7.

The Kindle Fire starts at $159, and the Nexus 7 at $199. Meanwhile, Apple sells the iPad 2 for $399 and the 4-inch iPod Touch for $199. Company watchers are pegging the price of the smaller iPad somewhere in between.

Most of the guesses range from $249 to $299, but the blog 9to5Mac said Monday that the price would be $329. That would make the iPad Mini twice the price of the cheapest Kindle Fire and leave plenty of room for other manufacturers to snap up value shoppers this holiday season. The blog did not disclose its source and has had a mixed record in predicting details on unreleased Apple products.

Analysts such as Brian White of Topeka Capital Markets believe that Apple will also sell a step-up version of the iPad Mini, one with the ability to access 4G cellular networks for an additional monthly fee. That's a feature the cheaper, 7-inch tablets don't have.

Apple is holding the presentation at a theater in San Jose, Calif., starting at 10 a.m. PDT (1 p.m. EDT). The company typically starts selling a new phone or iPad a week or two after announcing it. But it could treat the new iPad as a minor product update, in which case it could start selling it right after the announcement.

Apple has sold 84 million iPads since their debut in April 2010. One of the first competitors to appear was a Samsung tablet with a 7-inch screen. Apple's late founder, Steve Jobs, made a rare appearance at an October 2010 conference call with analysts ? his last ? to deride the concept.

"The reason we wouldn't make a 7-inch tablet isn't because we don't want to hit a price point. It's because we don't think you can make a great tablet with a 7-inch screen," Jobs said. "The 7-inch tablets are tweeners, too big to compete with a smartphone and too small to compete with an iPad."

He said the resolution of the display could be increased to make up for the smaller size, but that would be "meaningless, unless your tablet also includes sandpaper, so that the user can sand down their fingers to around one quarter of the present size."

"There are clear limits of how close you can physically place elements on a touch screen before users cannot reliably tap, flick or pinch them. This is one of the key reasons we think the 10-inch screen size is the minimum size required to create great tablet apps," he said.

Jobs didn't mention that Apple has had great success developing software that used taps, flicks and pinches on the iPhone, with a screen one quarter of the size he was attacking.

Jobs, who died last October, had strong opinions, but he also changed his mind frequently. The production of a smaller iPad would not be the first time Apple has made a product that Jobs initially dismissed as ridiculous.

In an internal email sent in January 2011, Apple senior vice president Eddy Cue said that a 7-inch tablet would work well and that Jobs was starting to come around to the idea. The email surfaced as part of Apple's patent trial against Samsung Electronics Co. this year.

Apart from the smaller iPad, Apple is also expected to refresh some other products. There's speculation that the MacBook will come in a version with a 13-inch, high-resolution "Retina" screen. The 15-inch MacBook got an option for a Retina screen this summer.

(AP) ? Lebanese protesters erected flaming roadblocks and gunmen roamed the streets on Saturday in a city on edge after the assassination of a top security official in a powerful car bomb the prime minister linked to the civil war in neighboring Syria.

The crisis raised a terrifying specter for Lebanese who fear their country could easily plunge back into cycles of violence and reprisal that have haunted it for decades.

Friday's blast in the heart of Beirut's Christian area killed eight people, including the country's intelligence chief, Brig. Gen. Wissam al-Hassan. It was the deadliest bombing in Beirut in four years, shattering the country's uneasy calm.

The government declared a national day of mourning for the victims Saturday, but protesters burned tires and set up roadblocks in anger.

Sharbal Abdo, who lives in the neighborhood where the bomb went off, brought his 6-year-old son, Chris, and 12-year-old daughter, Jane, to see the destruction Saturday.

"They were very afraid yesterday," he said. "They need to face this situation. It may be their future."

Lebanese Prime Minister Najib Mikati on Saturday linked the bombing to al-Hassan's high-profile investigation this summer that uncovered what authorities called a plot by Syria to provoke chaos in Lebanon with bombings and assassinations.

"I don't want to prejudge the investigation, but in fact we cannot separate yesterday's crime from the revelation of the explosions that could have happened," Mikati said at a news conference following an emergency Cabinet meeting.

Mikati, who opponents believe is too close to Syria and the Shiite militant group Hezbollah, offered to resign after the bombing, but was asked by President Michel Suleiman to stay.

Al-Hassan's probe led to the arrest of former Information Minister Michel Samaha, one of Assad's most loyal allies in Lebanon. Samaha, who is in custody, is accused of plotting a wave of attacks in Lebanon at Syria's behest. Indicted in absentia in the August sweep was Syrian Brig. Gen. Ali Mamlouk, one of Assad's highest aides.

Samaha's arrest was an embarrassing blow to Syria, which has long acted with impunity in Lebanon. Syria has powerful allies here, including the Shiite militant group Hezbollah, which now dominates the government.

For much of the past 30 years, Lebanese have lived under Syrian military and political domination.

Damascus' hold on Lebanon began to slip in 2005, when former Prime Minister Rafik Hariri was assassinated in truck bomb along Beirut's Mediterranean waterfront. Syria denied having any role. But broad public outrage in Lebanon forced Syria to withdraw its troops from the country.

The killings of anti-Syrian figures continued for years, however, and Assad has managed to maintain his influence in Lebanon through Hezbollah and other allies.

Now, as the Syrian civil war rages just across the border, Lebanon increasingly is getting sucked in.

Mikati said Saturday he had offered to resign after Friday's car bomb, but said Suleiman asked him not to plunge the country into more uncertainty.

The bombing raised fears that the crisis could unleash Lebanon's sectarian tensions, a dire scenario for a country that endured a devastating civil war of its own from 1975-1990.

U.N. Secretary-General Ban Ki-Moon spoke Saturday with Suleiman and stressed the importance of "dissociating the country from regional events" and in Lebanon's sovereignty, a U.N. spokesman said.

The Syrian unrest has already enflamed tensions here. Many of Lebanon's Sunni Muslims have backed Syria's mainly Sunni rebels, while Shiite Muslims have tended to back Assad. Al-Hassan was a Sunni whose stances were widely seen to oppose Syria and Hezbollah.

Hundreds of Sunni protesters marched in force through downtown Beirut Saturday, placing the blame squarely on Syria and Hezbollah for al-Hassan's killing.

"Hezbollah is a terrorist group!" they shouted.

Police were trying to identify the bombers and find out how they managed to target al-Hassan, an important security figure who traveled under great protection and who likely took more precautions following Samaha's arrest.

"We don't expect to reveal the crime within few hours," police commander Maj. Gen. Ashraf Rifi told Future TV. "The investigation is like a puzzle. You collect the pieces and put them together in a logical way."

Al-Hassan had many potential enemies.

Besides his investigation of Samaha, al-Hassan helped investigate the 2005 assassination of former Lebanese Prime Minister Rafik Hariri, a powerful Sunni figure. An international tribunal indicted four members of Hezbollah for Hariri's killing, although the group denies involvement.

His department also had a role in breaking up several Israeli spy rings inside Lebanon in recent years, Lebanese officials said.

Al-Hassan, 47, who was married with two children, is expected to be buried Sunday next to Hariri's tomb in downtown Beirut. His family arrived in Lebanon on Saturday on a private plane from Paris, where they live.

Lebanon's top Sunni cleric, Grand Mufti Mohammed Rashid Kabbani, condemned the assassination, calling it a "criminal explosion that targets Lebanon and its people." He also called for self-restraint, saying "the criminal will get his punishment sooner or later."

But many Lebanese were seething with anger.

In the eastern town of Marj, protesters tried to storm an office of the pro-Syrian Itihad group. Lebanese soldiers pushed them away, wounding five protesters, security officials said. Dozens of people who marched in protest in the border town of Moqueibleh came under fire from the Syrian side of the border, forcing them to disperse, the officials said.

The highway linking central Beirut with the city's international airport was closed, as well as the highway that links the capital with Syria, the officials said.

In the predominantly Sunni northern city of Tripoli, gunmen were roaming the streets on motorcycles and opening fire in the air.

The army issued a statement urging Lebanese to overcome the crisis and coordinate among themselves in order to give a chance to the "the criminal killers who tried through the crime to incite strife and split the country."

Netanyahu says doesn't know of any U.S.-Iran talks

JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu said on Sunday he didn't know about any U.S. plans to talk bilaterally with Iran, saying tougher sanctions and a "credible military option" were the best ways to peacefully halt Tehran's nuclear program.

The White House had earlier denied a New York Times report that Washington and Tehran had agreed in principle to hold bilateral negotiations to halt what the West fears is a plan by the Islamic Republic to develop nuclear weapons.

Addressing reporters at a civil defense drill to rehearse for a possible earthquake, Netanyahu accused Iran of having used talks with world powers in the past as a ruse "to drag its feet and to gain time to advance its nuclear weapons program."

"Israel doesn't know about these contacts and I can't confirm that they actually have taken place," Netanyahu said of the report about possible direct contacts between Washington and Tehran.

The New York Times said Iran had insisted that talks with Washington not begin until after a November 6 presidential election determines whether President Barack Obama will serve a second term or if challenger Mitt Romney will succeed him.

Netanyahu said he thought "the best way to resolve peacefully the question of Iran's nuclear program is through even tougher sanctions and a credible military option."

He said that "in the last year alone" Iran had enriched thousands of kilograms of uranium. "I don't see any reason why they wouldn't continue in that same way if they open up talks with the U.S.," Netanyahu said.

ISRAEL SAYS BELIEVES U.S. DENIAL

Israel has said in the past it could use military force to prevent Iran from developing nuclear weapons and has disagreed with Washington about when Tehran might cross the "red line" and acquire such a capability.

Netanyahu told the United Nations last month that Tehran would arrive at that point only next spring or summer, in what appeared to be an Israeli signal that any military action could wait.

Israeli Vice Prime Minister Moshe Yaalon had suggested in earlier remarks that Israel would not object to any U.S. talks with Iran on the nuclear issue.

"(Israel) doesn't oppose this," said Yaalon. "If Iran stops its military nuclear project as a result of direct contacts with the United States, we will be the first to welcome this."

But he said that as far as Israel was aware, Iran's supreme leader, Ayatollah Ali Khamenei, opposed direct talks with Washington.

"I believe the White House denial," Yaalon said.

Iran also denied any involvement in talks with the U.S. "We don't have any discussions or negotiations with America," Iranian Foreign Minister Ali Akbar Salehi said.

Tehran rejects U.S. and Western accusations it is developing nuclear weapons and says it is enriching uranium for purely peaceful purposes.

Last week, Netanyahu praised the European Union for tightening sanctions on Iran, saying such measures were having a strong impact on the Iranian economy.

Obama touts positive signs in housing market

WASHINGTON (AP) ? Eager to take note of signs of recovery, President Obama is drawing attention to improvements in the housing industry while keeping up pressure on Republicans to back policies the White House says would help struggling homeowners refinance their debts.

"One of the heaviest drags on our recovery is getting lighter," Obama said Saturday in his weekly radio and Internet address. "Now we have to build on the progress we've made and keep moving forward."

Obama cited an increased pace in construction of single-family houses and apartments in September. The Commerce Department said this week that last month's construction pace was the fastest in more than four years. Home sales are also up compared with last year, though sales dipped in September from August's two-year high.

With the economy still the dominant issue of the presidential campaign, Obama has been counting on voters believing that conditions are improving. But even indicators that are favorable to Obama still don't signal a strong recovery.

Obama conceded that too many mortgage holders are still under water, owing more than their homes are worth, and blamed congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

Obama urged listeners to contact their members of Congress to push for the plan's passage.

"Let's be honest ? Republicans in Congress won't act on this plan before the election," Obama said. "But maybe they'll come to their senses afterward if you give them a push."

In the Republican address, Rep. Jeff Flake of Arizona said Obama had inherited a fragile economy, "but he's done little to improve it."

Flake, who is running for the Senate from Arizona, accused the Obama administration of regulatory overreach, citing examples in his own state to bar mining on certain lands, impose expensive requirements on power plants and threatening to require hotels and resorts to install lifts in pools and spas.

He called on Senate Democrats to pass a budget. "As bad as our fiscal challenges are, it's not too late," he said. "The bell has rung and it is time for us to get to work."
